AIFC Authority Announces Key Organisational Transformation and Leadership Appointments
The Astana International Financial Centre Authority has recently undergone a significant organisational transformation aimed at enhancing efficiency and sharpening its focus on results. As part of this change, the number of divisions has been reduced from 28 to 18, ensuring each is better aligned with the AIFC's commercial priorities and impact-driven strategy.

In addition to the structural changes, several leadership appointments have been made, reinforcing the AIFC’s commitment to strengthening its team.
Nursultan Serikbay – Appointed as our Chief Policy Officer and Member of the Management Board.

Since joining the AIFC ecosystem in 2017, his leadership and analytical excellence have been instrumental in launching and leading the AIFC Bureau for CPD, Business Development, and International Partnerships unit. Nursultan served as Head of Corporate Office, before being promoted to Chief of Staff in 2023. Nursultan is a KIMEP University Alumnus, a member of the Presidential Youth Personnel Reserve.
Yelena Pak – Appointed as our Chief Communications & Marketing Officer and Member of the Management Board.

With over 20 years of experience in PR, Yelena has been an integral part of the AIFC ecosystem since 2018, serving as Chief of Staff/Head of Communications at AIX. Since 2023, she has been successfully serving as Chief of Communications at AIFC Authority, leading PR, corporate communications, and marketing, and strengthening the AIFC’s brand and reputation both locally and internationally. An alumna of the Business School of the University of Manchester, her expertise remains invaluable to the
Asset Onglassov – Appointed as our Chief of Products.

A Columbia University Alumnus, a CFA Charterholder and a member of the Presidential Youth Personnel Reserve, Asset has been part of the AIFC ecosystem since 2019, demonstrating outstanding expertise in economics, finance, and public policy.

Now, promoted to Chief of Products, Asset will spearhead the development of key initiatives including Avia Hub, Asset Management, Carbon Platform and ESG, Islamic Finance, Venture Studio, and Junior Mining. His strategic vision and expertise will continue to drive innovation and growth within the AIFC.
Dinara Zhakupova – Appointed as our Chief of Staff.

Since 2018, Dinara has been a dedicated member of the AIFC ecosystem, bringing her expertise to the Administrative Department at AIFC Authority, handling event organization, and various administrative tasks. A Nazarbayev University alumna, Dinara’s dedication and leadership have been instrumental to our growth. As Chief of Staff, she will continue to contribute her expertise to the AIFC’s strategic objectives.
